1、 Control object

The term "low, slow, and small" aircraft referred to in this notice refers to small aircraft or airborne objects that have all or part of the characteristics of "low altitude and ultra-low altitude flight, slow flight speed, small size and difficult to be detected by radar". The main types include: light and ultra light aircraft, light helicopters, drones, aviation models, gliders, manned hot air balloons, airborne balloons, balloons, etc.

2、 Control measures

Drones and other "low, slow, and small" aircraft are prohibited from conducting various sports, entertainment, advertising flying activities, and releasing balloons in the areas specified in this notice. Flights involving special tasks such as safety assurance, emergency rescue, meteorological detection, police duty, and television broadcasting must possess flight qualifications that are compatible with the aircraft being used, comply with relevant regulations on radio frequency band management, and apply in advance to the Air Force and potential civil aviation air traffic control departments in accordance with the law, obtain approval, and report to the public security organs before conducting on-site operations.

3、 Accountability investigation

For those who violate regulations by conducting flight activities within the no fly zone and restricted airspace, the public security organs will cooperate with the air force, civil aviation and other departments to take emergency measures in accordance with the law; Those who violate public security management shall be strictly punished for public security in accordance with the Law of the People's Republic of China on Public Security Administration Punishments; Those who commit crimes shall be held criminally responsible in accordance with the law.

4、 Controlled area

Within a range of 1000 meters near Dagan Sea and Xiaogan Sea, from ground to infinite height, an air restriction zone and no fly zone are designated.
